TMIP (Texas Migrant Interstate Program)

TMIP Mission

The mission of the Texas Migrant Interstate Program (TMIP) is to help reduce the effects of educational disruption that Texas’ mobile, migratory students often face as they migrate intra/interstate to seek qualifying temporary or seasonal employment in the agriculture or fishing industry.

The TMIP’s staff assists migratory students, their families, school counselors, and intra/interstate MEP staff.

TMIP ensures the students:                                          

• critical information is shared securely,
• are placed in appropriate courses/grade levels,
• secondary credit accrual needs are met for on-time graduation from high school.

The TMIP coordinates with states receiving Texas’ migratory students to afford the student an equal opportunity to take the State of Texas Assessments of Academic Readiness (STAAR^TM) as non-migratory students.

TMIP Vision

The TMIP is committed to achieving new standards of excellence by assisting vested stakeholders with the academic coordination of Texas intra/interstate migratory students to maximize their on-time graduation potential.

Program Purpose, Goals, and Objectives:

The purpose of this program is to provide migratory children with the opportunity to meet the same challenging State content and performance standards that the State has established for all children.

The goals of the Texas Migrant Interstate Program (TMIP) are as follows:

• Increase the graduation rate of migratory secondary students by facilitating interstate coordination efforts among all the contiguous states to which Texas migrant students travel.
• Providing technical assistance to migrant education programs that serve Texas home-based students by coordinating the exchange of critical student information between home base and receiving schools.
• Assist the development and maintenance of a guidebook and tools (Suite of resources), as requested by TEA, which will serve as a foundation for selected LEAs to utilize when serving the highly mobile migrant students.

To assist State in supporting high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer and intersession periods, that address the unique educational needs of migratory children. (ESSA, Sec. 1301 [20 U.S.C. 6392]).

To ensure migratory children who move among the States are not penalized in any manner by disparities among the States in curriculum, graduation requirements, and challenging State academic standards. (ESSA, Sec. 1301 [20 U.S.C. 6391]).
