The information in this section is presented in accordance with the Texas Comptroller of Public Accounts’ Transparency Stars program, in which local governments are recognized for going above and beyond in their transparency efforts by providing clear and meaningful financial information. ESSER III Fund Info
On March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. In it, the U.S. Department of Education provided additional funding for the Elementary and Secondary School Emergency Relief Fund (ESSER III Fund).
This legislation awarded grants to state educational agencies (SEAs) for providing local educational agencies (LEAs) with emergency relief funds to address the impact that COVID-19 has had, and continues to have, on elementary and secondary schools across the nation.
This ARP Act includes $122 billion in Emergency Relief (ESSER) funds for LEAs across the country, which is the single largest investment in federal elementary and secondary education in the nation’s history.
PSJA ISD will utilize these funds to accelerate learning and mitigate impact on student learning.
ESSER will provide resources for:
- critical one-time investments
- time-limited programming to respond to the pandemic
- and innovation that can redefine student learning, acceleration, and development
PSJA ISD's allocation is $120,600,040 to be expended from March 2020 through the 2023–2024 school year.
At this time $80,374,061, 2/3 of the allocation has been released by TEA through the US Department of Education (USDE). The remaining 1/3 of the allocation will be release later this spring after an application process is completed by the state and reviewed by USDE.

Translation Procedure
Purpose:
Pharr-San Juan-Alamo ISD will take practicable steps to ensure that parents, guardians, and others English Learners have access and equal opportunity to important school information. Information will be provided in an understandable and uniform format, and to the extent practicable, in a language that parents/guardians can understand [Section 1112(e)(4); 114(b)(4); 1116(e)(5); 1116(f)].
Types of Translation Available:
Language assistance will be provided through a bilingual staff interpreter, written translated materials and documents, and technology-assisted website translation capabilities.
Data Used to Determine Translation Needs:
Pharr-San Juan-Alamo ISD will conduct annual review of the language access needs of our parents, guardians, and others through review of the Home Language Forms, district/campus ethnicity data, and educator/parent/student feedback and requests.
Based on this analysis, the district has determined that they will provide information in the following languages: _Spanish and English__
Documents/Information to be Translated:
The District/Campus(es) Improvement Plan(s) and the Parent Family Engagement written policy(ies) will be available in Spanish and available upon request verbally via an interpreter or via website translation capability.
Written parent newsletters from the Parent Family Engagement State-Wide Initiative will be provided to parents/guardians in the identified language(s).
School Parent Compact written information will be translated into the identified language(s). Teacher-Parent Conferences (Compact) will be conducted in the presence of a staff interpreter.
Written reports will be translated into the identified language for the parent/guardian. Further explanation or detail on the report will be provided to the parent/guardian via a staff interpreter.
Monitoring:
On an ongoing basis, Pharr-San Juan-Alamo ISD will assess changes in demographics, types of services or other needs that may require reevaluation of this procedure. In addition, Pharr-San Juan-Alamo ISD will regularly assess the efficacy of these procedures used for the delivery of language assistance.
