Additional Information
Form, Content, and Procedure: An application for a place on the ballot must be in writing; signed, sworn to by the candidate before a person authorized to administer an oath, and dated; timely filed with the dis-trict’s filing authority (often the superintendent’s secretary or another designated district employee); and contain specified information about the candidate:
• The candidate’s name, date of birth, and occupation;
• The candidate’s residence address or the address at which the candidate receives mail with a description of the location of the candidate’s residence;
• The candidate’s length of continuous residence in Texas and in the district (and single mem-ber district, if applicable) as of the date the candidate swears to the application;
• If available, a public mailing address and email address at which the candidate receives corre-spondence relating to the candidate’s campaign;
• The office sought, including any place or other distinguishing number and an indication of whether the office sought is for a full or unexpired term;
• Statements that the candidate is a U.S. citizen; has not been determined by a court to be mentally incapacitated; has not been convicted of a felony; is aware of the nepotism law; and swears an oath to support and defend the U.S. and Texas Constitutions and laws.
Eligibility: An individual is eligible to be a candidate for, or elected or appointed to, a Texas school board if the individual:
• Is a United States citizen;
• Is 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment, as applicable;
• Has not been determined by a final judgment of a court exercising probate jurisdiction to be totally mentally incapacitated or partially mentally incapacitated without the right to vote;
• Has not been finally convicted of a felony;
• Has resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:
*For an independent candidate, the date of the regular filing deadline for a candidate’s name is written in; or
*For an appointee to an office, the date the appointment is made;
• Is registered to vote in the territory from which the office is elected on the date described above; and
• Satisfies any other eligibility requirements prescribed by law for the office.

PSJA ISD’s School Board orders 2023 Special Election for Voter-Approved Maintenance and Operations Tax Rate
SAN JUAN – During a regular School Board Meeting held Monday, August 21, 2023, the Pharr-San Juan-Alamo School District (PSJA ISD) adopted a tax rate of $1.0183 for the 2023-2024 school year and approved an order calling for a Tax Rate Election (TRE) to be held on November 7, 2023. PSJA ISD voters will be asked to ratify the proposed new Maintenance and Operations (M&O) tax rate of $.7892.
The total proposed tax rate for maintenance and operations (M&O) rate per $100 valuation supports the district’s balanced budget of $391,445,510. This proposed tax rate provides savings of approximately 16 cents in comparison to the 2022-2023 school year (see table below).
PSJA’s M&O fund is used for daily district operations, such as paying for salaries, utilities, supplies, insurance, equipment, and contracted services, among other expenses. Teacher salaries, counselor salaries, principal salaries, property insurance, electricity and fuel are all examples of operating expenses.
Due to the expiration of Disaster Relief Revenue seen during the 2022-2023 school year, the PSJA ISD School Board approved an order calling for a Tax Rate Election (TRE) in November to keep the $.0317 pennies for 2023.
Through continued efforts by the School Board and Administration, PSJA ISD has continually decreased the tax rate the last few years. In 2017, the Board committed to working on steadily decreasing the tax rate. The Board acted that year to lower the rate by one penny and followed that with continued annual reductions.
The combined actions over the last eight years has seen a reduction of over thirty-eight cents ($.3817), one of the largest tax reductions by any governmental entity in Hidalgo County. PSJA’s tax rate had been among the higher levies in the county due to voter approval of several large bond issues from 2006 through 2010.
PSJA ISD is maximizing its state revenues and is not anticipating additional funds in the next fiscal year except for the increase in student enrollment.

What is a Voter-Approval Tax Rate Election?
A TRE, or commonly referred to as a penny swap or exchange, allows districts to move pennies to the maintenance and operations (M&O) side of the tax rate to generate more revenue for the day-to-day operations of the district. A school district has two parts to its total tax rate. The Maintenance and Operation (M&O) side and the Interest and Sinking (I&S) side. The M&O tax rate plus the I&S tax rate = The Total Tax Rate.

What does this mean for me, the taxpayer?
Texas homeowners will see their homestead exemption increase from $40,000 to $100,000 as per a proposed Constitutional Amendment to enact these property tax cuts on the November ballot.
Additionally, with an approved PSJA ISD VATRE, taxpayers can expect a savings of approximately 16 cents in comparison to the 2022-2023 school year.
If the 2023 PSJA ISD VATRE is approved your school tax rate will still decrease and the District will be able to provide possible incentives to all staff and improve safety enhancements at all campuses.

If a homeowner lives in their home and hasn’t gotten the homestead exemption, they need to apply for it through their county’s appraisal district office.
Once a homeowner has the exemption, they do not need to reapply for it every year; it stands until the homeowner no longer lives in the home.
What will the ballot say?
The ballot will ask voters to approve the total rate, not the M&O rate. The ballot language is set by law. The ballot will read:
Ratifying the ad valorem tax rate of $ 1.0183 in Pharr-San Juan-Alamo Independent School District for the current year, a rate that will result in an increase of minus 2.5 percent in maintenance and operations tax revenue for the district for the current year as compared to the preceding year, which is an additional -$1,395,777.

What happens if the VATRE does not pass?
For the 2023-2024 school year, PSJA ISD provided generous pay increases and stipends for all full-time employees.
If the VATRE is not successful, PSJA ISD will be greatly limited in being able to provide raises to teachers and staff; as well as rely on other sources for maintenance and operations.
If the VATRE does not pass, for the 2024-2025 school year, PSJA ISD may have to adopt a deficit budget and will require significant reductions having a great impact on programs, class sizes, planning/conference times, etc.
Have other Rio Grande Valley districts passed TREs?
Yes. Other districts in our region have also passed TREs. PSJA ISD’s proposed TRE does not increase the tax rate.
How does this affect homeowners over 65 or with disabilities?
The passing of the 2023 PSJA ISD VATRE will not cause an increase in property taxes for Homeowners 65 and over or disabled who have applied for and received the Over 65 Homestead Exemption.
What do I need to register to vote?
To be eligible to register to vote in Texas, you must:
